ASG recently developed a tool to estimate the number of casualties and
corresponding resources required to respond to various incidents. This
innovative model provide emergency planners with objective and
defensible estimates for resource requirements and enables planners to
prioritize funding for resources based on risk.

Using the Preparedness Cycle, ASG conducted a risk assessment in
several communities to determine specific risks such as natural
disasters, accidents, and attack scenarios. Many of these threats are
based on the national planning scenarios but are tailored to each
community. ASG also conducted capability assessments in each
community to determine response resources - medical capacity, medical
capabilities, hazardous material response, stock-piled medicines, etc.

Using historical and statistical data, ASG created a model which allows
the user to select a severity level based on casualty percentile.
Probability methods are used to determine the relative risks associated
with each scenario. The outcomes result in specific casualty profiles and
the respective resources needed to decontaminate, stabilize, treat, and
transport the casualties. Ultimately, this planning tool will enable
emergency planners to employ risk-based planning techniques, while
prioritizing resources based on risk.
