ASG History

Alliance Solutions Group, Inc. (ASG) was founded in 2005 by Mr. Robert Campbell P.E., President and CEO in response to growing demand for professional support services with expert knowledge and experience in the areas of:



  • Chemical, Biological, Radiological and Nuclear (CBRN) countermeasure analysis and comprehensive, focused solutions;
  • Emergency management and response
  • Hazardous materials planning and response
  • Medical planning and response
  • Reducing occupational health and safety risks

As a service-disabled, veteran-owned small business headquartered in Virginia, we employ professionals in offices located throughout the United States and internationally. Throughout our history, we have had the ability to scale our staff to our client’s requirements by recruiting exceptionally-qualified staff for long-term positions. Most of the ASG staff has served in the U.S. Armed Forces and/or as a first responder and represents a cross-section of disciplines experienced in emergency response and environmental, health and safety.

In 2005, ASG innovated the Chemical, Biological, Radiological and Nuclear Challenge (CBRN Challenge) in US Air Forces in Europe. The CBRN Challenge has become the benchmark training and exercise standard. Since then, ASG has conducted numerous exercises which have resulted in training over 3,000 responders/participants, supporting communities around the world with over 14,000 hours of on-site emergency management expertise to clients, and conducting projects for 65 local, state and federal clients which included 55 emergency management plans, 50 all-hazards risk assessments, 41 health and safety compliance assessments, 58 vulnerability assessments, and over 1,513 multi-disciplined exercises for emergency responders.

ASG is a small, service-disabled, veteran-owned business that offers global emergency management, homeland security and defense, and environmental-health and safety solutions to all levels of government and private industry. We are the premier provider of comprehensive Chemical, Biological, Radiological and Nuclear (CBRN) countermeasure analysis and focused solutions. Our collective experience in the fields CBRN preparedness and response, emergency management, engineering, health care, occupational health and safety, and security enable us to provide cross-cutting solutions for today and tomorrow's challenges.

    • Integrated Base Emergency Response Capability Training (IBERCT™)
  • 2006 – Radiological Health Risk Assessment Guide: This guide was designed for first responders in preparation for responses to radiological dispersal devices, nuclear detonations and other radiological hazards. It translates complex health physics information into practical applications for average first responders and receivers.
  • 2007 – Regional Pandemic Influenza and Surge Capacity Planning: ASG facilitated multi-disciplined, multi-jurisdiction planning and conducted complex analyses to develop actionable plans. ASG conducted a 130-person tabletop exercise which included local, state, volunteer and federal participants to validate plan efficacy.
  • 2008 – USAF Bioenvironmental Engineering Field Manual for emergency response operations. The Manual consists of detailed explanations of the risk assessment process, response standards and procedures, checklists for emergency response detection equipment and useful technical information to enhance USAF capabilities in a counter CBRN mission environment.
  • 2009 – Casualty Planning Analysis Tool: Designed an innovative, predictive model for emergency managers and medical planners to estimate the number and type of casualties resulting from 14 national planning scenarios tailored for their location and the corresponding medical resources that would be required to respond, decontaminate, triage and stabilize the specific casualty profile for the location-specific threats. The evidence-based model provided an out consisting of EMS transport time, manpower and workload requirements, and supplies necessary to treat the casualties resulting from a variety of scenarios.
  • 2009 – Medical Emergency Response Capability Assessment and Training (MERCAT™): ASG designed, delivered and conducted multi-disciplined medical response-focused training for 20 response teams at six locations across the US in diverse communities. ASG validated the training with exercise series consisting of a seminar, functional exercise and full-scale exercise with 100-moulaged, CBRN casualties.
  • 2010 - Asymmetric Threats Special Tactics and Response (ATSTAR™) Training for the USAF Emergency Management community. This 10-day course provided training on the emergency responder equipment set and 17 USAF responder playbook capabilities. ASG’s technical experts provided concept, technical, hands-on sampling and analysis, and functional training to enhance capabilities. The course culminated with 3 operations-based exercises including a full-day, full-scale exercise which required students to demonstrate proficiency in all hazardous material response equipment and playbook capabilities.
  • 2011 – Technological Hazard, Risk and Vulnerability Assessment: ASG has conducted assessments of natural disasters and technological risks in over 50 communities worldwide. Our specialists are experienced in identifying hazards, conducting risk analyses with modeling to determine populations at risk and conducting responder capability assessments in order to identify a broad spectrum of needs (planning, equipment, training, exercises, personnel). ASG has also conducted critical infrastructure assessments to include water vulnerability assessments in communities around the world.
